An incomplete licence application costs weeks. This guide lays out what the Board asks for with the application: the documents, how to file and pay, the 2026 fees and the timelines, including what happens when a document is missing.

The documents, case by case

The guide lists the documents to attach for a contractor licence, with the condition that makes each one necessary: a copy of photo ID (one per officer), the original bond, a certificate of absolute discharge after a personal bankruptcy, an explanatory letter from an officer whose previous company stopped its activities, a diploma for a training recognition, the professional file documents, a certificate of constitution when there is no NEQ, the lender declaration. The owner-builder list is given separately.

File, pay, wait

By mail or in person in Montréal, with full payment: the guide spells out the payment methods accepted for each way of filing. The announced timeline for a complete application is 60 days. If it is incomplete, the Board contacts you within 15 days and you have 21 days to reply; after that, it keeps the processing fees and you must start again. Priority processing is not available when exams or a professional file are needed.

The 2026 fees

The table of licence, exam, retake, training recognition, professional file, annual maintenance and review fees, with two worked examples. The amounts are the 2026 ones and are valid until December 31, 2026: the Board indexes them every January 1.

  • The 2026 fee table and two examples.

Who it is for, and what it leaves out

It is for the person preparing a first contractor or owner-builder licence application. It does not say which exams to sit for your licence: that is the job of the guide Which exam for which licence. It does not replace the Board’s forms, which you must confirm before you send.
